Can I publish a book written with ChatGPT on Amazon KDP?

Yes

OpenAI's terms say you own ChatGPT's output and assign you any rights OpenAI has in it. KDP allows it, but you must disclose AI-generated text when you publish, even if you edited it heavily; text you wrote yourself and only polished with ChatGPT counts as AI-assisted and doesn't need disclosing.
